Why do immigrants in the United Kingdom need to have an Biometric Residence Card, when people with a British nationality don't need to give biometrics to prove their identity to gain services?

A British citizen with British nationality can use a provisional driving license to get a bank account, rent housing, work, get healthcare and claim benefits, all without needing to give the government any biometric information. But an immigrant who wants British citizenship must have a Biometric Residence Card.

Why do immigrants coming to the UK need to provide biometrics to access services, whilst those with a British nationality do not?
