China runs its own ISP, so the problem comes when the ISP notices that the internet connection assigned to your ip addres, say ccc.ccc.ccc.ccc isn't getting enough requests as expected, though for some strange reason,loads of bandwidth happens to be travelling to your broadband account. The figures do not match up.
Upon further inspection, your ISP will note that all the internet traffic came from an ip address called xxx.xxx.xxx.xxx, which isn't the one they gave you. They will then block this ip address.
To solve your problem, you will need a VPN with a dynamic ip address, rather than a static one, so that your ip address changes each time you restart your computer.
I know of a free VPN which provides a dynamic IP which is based in America. It's called Hotspot Shield.
By the way though you should already know this, don't use a VPN to hack websites or do anything that would be considered illegal in the West.

What are the odds Amazon EC2 gets blocked in China, and how to prevent that?
I am seriously considering using EC2 to host my website for Chinese users. But since EC2 offers one year free use of micro instance, someone use it as VPN server to bypass GFW, which potentially jeopardize it. The similar situation happens with Google App Engine, and it get's blocked in China.

A better question would be how the GFW can be used to detect a VPN. Thanks for the information on VPN. But I am not asking how to use VPN with EC2, since I already know it. My problem is to get normal Chinese users without VPN account to access my website on EC2. My worry is that China might block some IPs of EC2.tynamite

I run a proxy site which is the only website that bypasses the filtering system used in UK schools and universities. I've been on blocked sites such as Myspace many times using it, and have been undetected. And all internet traffic there runs through a proxy server and is logged. I got my internet logs personally reviewed, and there was no suspicion. I have no idea whether it's suitable for China, as I have no idea whether the GFW has a Generic Body Filter.I will edit this answer later on to keep the secret.

EC2 isn't even a traditional webhost, it's a CDN (cloud distributed network). Do you think that China would block a webhost? Learn more about Amazon Web Services from their official website, before you ask such questions.
