Soundcloud is designed for users to share their own music, not others. There is no laissez faire policy like the file lockers (Rapidshare, Megaupload) have. There is no We'll allow copyright infringement on our site, unless you catch us and report it policy going on.
Soundcloud respects the DMCA and does not use its Safe Harbor clause to excuse them for hosting copyright infringing conent.
