Why do women give positive encouragement to other women when they cut their hair short?
Men will almost never encourage a woman to cut her hair short, or compliment a woman on how good her new haircut looks (assuming she cut it short). Yet women will constantly heap praise to the effect of "omg it looks soooo good!".

In society, women are defined as being feminine, and part of being a woman is having hair, and even better, more hair! Technically, this also means that a woman with short hair are less of a woman. To put it bluntly, it makes her look less like one, and will make her less desirable to men.
Women with newly acquired short hair get complemented by other women, because they were brave enough to shed some of their femininity. Not every woman can look good with short hair, and even if they did, not every woman would want to cut their hair at the expense of compromising of their identity as a woman, and social standing in society.
There's not really an equivalent thing for men, so I'll give you the best example I can think of. Imagine, if the fatter you got, the more of a woman you looked like.....
Now do you see why men would congratulate you if you weighed 15 stone? And no, they wouldn't be complementing you because they're trying to eliminate the competition!
