For the ones that don't have sugar added (either by the consumer or the manufacturer), I can see why it less obvious. These are just pure carbohydrate (starches or complex sugars). Milk is added to them which contains lactose (sugar). Both of these things will make them far closer to a sweet dish than a savoury dish.
Why are there no savory cold cereals?

To be defined as savoury it doesn't mean it is just 'not sweet' it needs to also be spicy or salty (actually taste salty as a lot of sweet foods can have salt added). Because sugar is a cash crop, and cash crops are addictive. As they are addictive, they make food manufacturers and retailers a lot of money compared to other foods.
