I'm not looking to flatter, but for genuine complements, be it emotional or based upon looks as well.

The best compliment for a girl to hear, is for you to be honest about what you feel. This will mean more than any compliment can. Seriously though, if you want to compliment a girl, say what's on your mind. Only you know what you're thinking, and only you know what you like. What's all those thoughts doing locked away in your head? That's not doing any good is it? Don't put too much importance into it. It's only a compliment, not a wedding proposal. You could even compliment her toes. Yes toes! If she's got sandals you can do that. She may laugh at your half-compliment, but a half-compliment is better than no compliment.Original answer
