What are the reasons for or against issuing someone an ID for gender reassignment without requiring surgery?

Compesh is a question and answer (and debate) website, so before you make a debate, you better learn what an assertion is. I suppose you already know what a question is, and that you've typed it in the box. ;)
An assertion, is basically a statement you can make, that is either true or false.
Richer people have better health.
The question for that would be, Do richer people have better health?
And don't forget to make your assertion, match your question.
That excuse is a far worse excuse, than the police-approved acceptable excuse of driving around without car insurance because you've just brought the car.
Update
You should get an ID that matches how you present yourself, which may mean either your new or original sex. To get an ID that doesn't match your presentation would be classed as fraud. It may also subject you to more harassment from law enforcement officers, such as the police or TSA, if you are ever asked for your ID by them at any given time in future.
If such suspicions occur due to the gender on your ID not matching up with the gender you present yourself as, you will be very likely to be subject to a background check and maybe even worse repercussions, as such abnormalities caused by the mismatch, will have you classed as suspicious and deviant.
