Are people being rude when they don't speak English in public if they know how to and it is an English-speaking region/country?
Assume that the people in question are quite fluent in English.
Even if it is a private conversation, it seems rude. It's kind of like people using encryption to communicate in public.
Consider for example people speaking in English but using technology to scramble and unscramble their voices so no one around them can understand what they are saying. Wouldn't that be rude?
Also, people who don't share a language other than English don't have the option to encrypt their conversation, so in a sense it is being rude to those people.
As for eavesdropping being rude, isn't it also rude for people to expect you to eavesdrop and take countermeasures against it? It's kind of like expecting someone to commit a crime and then taking countermeasures to make sure that the crime doesn't happen.

When you turn to look at them they don't acknowledge that you exist, and their facial expression or face position DOES NOT CHANGE.
And then when they're done, they go back to you and speak English all smiley, as if nothing ever happened.
There's something sinister about it!
I swear they're plotting to take over the world.
