Is "listening" contributing in a conversation, if the person is not talkative?

If one person is outgoing or talkative and they talk lots in a conversation and come up with lots of topics, and the other person doesn't say much and hardly or never comes up with topics, is the quiet person contributing? Is listening contributing?

An assertion, is basically a statement you can make, that is either true or false.

The question for that would be, Do richer people have better health?
