Is it improper and potentially harassing towards men for women to wear tight pants that outline their genitalia in public?
Some women like to wear very tight pants, which is tight enough to see the shape of her vulva.That is kind of a harassment to me. Of course, people can wear whatever they like. I am just saying that men can see something they don't want to see at some circumstance, and they'd feel uncomfortable.

Seriously though, the way I see things, I don't have a problem with any person doing something consensual as long as it doesn't harm anyone. This goes for homosexuality, women driving, incest, pre martial sex, polygamy, prostitution and taking marijuana.
Having said that, it's perfectly understandable why it's commonly unacceptable for women to reveal the outlines of their vaginas like that. Would women feel comfortable if men walked around with tight jeans that revealed the shape of their penis? What if they had flashing lights around that area on their jeans, would they feel comfortable then? No they wouldn't. (You might want to ask a question about the flashing lights.)
I don't think that some women would like it if men had revealing clothes like that, but as society progresses, nudity becomes less of a taboo, and it's becoming socially acceptable for women to parade around topless in some places, just like men do.
However wearing revealing clothes is different to sexual harassment, which is contrasted by these two images of a man revealing his penis to feminists, compared with trying to destroy rape culture and sexual harassment by reclaiming the pejorative word of slut.
