If two British people are working for a foreign employer in a foreign country, and one sexually harasses the other, can they be prosecuted under British law?

They cannot be prosecuted under British law, as British law does not apply in China. If it did, piracy and human rights violations would be eradicated. I can't see British law applying in a communist tyrannous country, can you?
