What is the Quora policy/etiquette on a poorly phrased, abandoned question that isn't getting answers?

I have seen quite a few questions now, that are either far too open, or they are not clear on what they are asking. I've (or someone else has) asked the author to elaborate in the comments section, but the author appears not to be monitoring their own question and lost interest.

If I ask the question again I presume it will be deleted as duplicate. Is it appropriate that I rephrase the original question? It is possible that how I interpret the question is not how the author meant it ... on the other hand if the author has abandoned the question does that matter?

What's an assertion, and what should I type in?

Compesh is a question and answer (and debate) website, so before you make a debate, you better learn what an assertion is. I suppose you already know what a question is, and that you've typed it in the box. ;)

An assertion, is basically a statement you can make, that is either true or false.

Richer people have better health.

The question for that would be, Do richer people have better health?

And don't forget to make your assertion, match your question.
