They don't. To be honest, Greece refused the free NSA money that Europe gave them to pay for their debts. They're still refusing the money. Greece believes that they can tax their way out of this mess - which they can't.
That's why the Greek citizens are protesting, because they'll suffer for the next couple of years when public services and the economy deprecates. That's why the Euro is being negatively affected. That's why countries who use the Euro are getting worried that their help is rejected.
